🇺🇸 What Is the USAID Merit & Needs‑Based Scholarship Program?

Co-funded by USAID and Pakistan’s HEC, this program provides full scholarships—tuition, books, living, accommodation, transport—to academically talented but financially needy students at 30+ partner universities

🎓 Who Is Eligible?

• Pakistani/AJK nationals
• Undergraduate or graduate program entrants in approved disciplines (e.g., agriculture, engineering, social sciences) 
• Demonstrated financial need and strong academic record (typically ≥ 70% in FSc/Bachelor’s) 
• Open to female students—minimum 50% of awards reserved

📅 How to Apply (2025 Cycle)

1. Apply online via HEC e-portal or university financial aid officer 
2. Upload admission documents, financial evidence, and transcripts
3. Submit the printed application to your university’s aid office — no hard-copy to HEC 

⚠️ Program Status & Concerns

In March 2025, USAID suspended funding—affecting 530 current recipients and putting the program’s future in doubt  HEC is in discussions to seek an extension to June 2026
